Police say a 29-year-old woman has been charged with murder over the deaths of two
children at a home in Sydney's west earlier this week.

The woman was found bleeding and semi-conscious on Tuesday evening .. tucked into bed
beside the bodies of the three-year-old girl and five-year-old boy at her Canley Heights
home.

FED:Shorten accused of favouring unions

CANBERRA, April 28 AAP - The coalition has accused Assistant Treasurer Bill Shorten
of pandering to the union movement with his proposals to reform the $1.3 trillion superannuation
industry.

The former union leader has unveiled a plan requiring investors to renew their relationship
with a financial planner every two years.

Industry Super Network, the lobby group for union and industry super funds, had wanted
an annual opt-in period.

The Financial Services Council, which represents retail super funds and larger wealth
funds, was pushing for a three-year gap between contracts.

Still, the coalition's assistant treasury spokesman Mathias Cormann said Mr Shorten
was favouring industry super funds.

"Obviously, the minister is very close to players in that part of the industry," Senator
Cormann told AAP on Thursday.

"It's important for the minister to act in the public interest and not the vested interests
of his union friends."

Mr Shorten said reforming the financial advice sector would restore trust in the system,
following the collapse of Storm, Trio and Westpoint.

But Senator Cormann described this claim as ridiculous.

"For him to claim this will prevent future collapses like Trio, Westpoint and Storm
is disingenuous," he said.

"The issue was inadequate regulatory oversight."

The coalition says it will vote against any proposal forcing consumers to opt-in with
an adviser over any set time, arguing it would be unnecessarily bureaucratic, and cause
smaller financial advisers to pass on higher costs to their clients.

He cited Treasury evidence showing Labor's "opt-in" proposal would add $50,000 in extra
cost to a small financial advice group.

The coalition supports Labor's plan to ban upfront commissions from July 2013.

But it opposes a plan to stop commissions for risk insurance inside super.

Senator Cormann said the UK had recently reversed this kind of policy, arguing this
kind of ban would discourage people from taking out protection against income loss.

The coalition has reserved its judgement on Labor's plan to have a broad ban on volume payments.

In the super sector, super fund managers pay rebates to super funds for investing their
clients' money, with lower fees paid if more funds are invested in a larger pool.

The Financial Services Union welcomed the ban on volume-based commissions or sales
target payments.

The union's national secretary Leon Carter said the government was signalling the death
knell for conflicted remuneration in the finance industry.

Mr Shorten's predecessor Chris Bowen unveiled proposals to reform financial advice
in April 2010, following a parliamentary inquiry into the collapse of Queensland-based
Storm Financial.

The government is yet to translate Mr Shorten's proposals into draft laws.

A man's Mercedes Benz has been stolen at gunpoint in Sydney's south west.

Police say a robber pointed a pistol at the 44-year-old victim as he was about to drive
off in his silver E55 Mercedes .. from Darling Avenue in Lurnea about six o'clock last
night (AEDT).

No one was injured during the incident and no shots were fired.

Qld: Rough seas prevent damaged coal carrier docking

BRISBANE, April 22 AAP - Poor weather will prevent a coal carrier which ran aground
in the Great Barrier Reef being towed in to the central Queensland port of Gladstone until
May 3.

Attempts to manoeuvre the Shen Neng 1 with a flotilla of tugs failed and Maritime Safety
Queensland (MSQ) called off plans for further sea trials on Friday due to forecasts of
continuing poor weather and "lumpy" seas.

MSQ general manager Patrick Quirk said the trials were needed to assess the ship's
manoeuvrability before moving the carrier into the Port of Gladstone.

He said the decision to postpone the trials until weather conditions improved were
based on the results of manoeuvres carried out by MSQ pilots off the port early on Thursday.

"The behaviour of the ship and tugs in the prevailing weather conditions was not suitable
for an approach to the port and the weather report tells us these conditions do not appear
to be easing in the short term," Mr Quirk said.

"Tug crews had great difficulty securing lines to the ship and four tug lines broke
in the lumpy conditions."

Mr Quirk said the ship would be moved to a safe anchorage where it was expected to
remain until the next favourable high tide opportunity on or about May 3.

"We have always said we would take a risk-based approach this operation," he said.

"We need to see the right combination of high tides and decent weather conditions before
we will proceed."

The Shen Neng 1 was towed from an emergency anchorage off Barren Island on Wednesday night.

No oil was lost from the vessel during the transit and no losses have been reported
since the vessel was brought down the coast to where it is at anchor 18km off Gladstone.

Two oil response vessels which escorted the ship will remain on standby while the Shen
Neng 1 rides at anchor.

The Shen Neng 1 hit the Douglas Shoal on Easter Saturday, spilling up to four tonnes
of heavy fuel oil from its ruptured fuel tank and causing extensive damage to the reef.

SYDNEY, Dec 9 AAP - Strict new rules are needed on state government advertising amid
concerns recent campaigns could be seen as serving party political interests, the NSW
auditor-general says.

Auditor-General Peter Achterstraat has raised concerns over two taxpayer funded advertisements
run by the NSW government over the last year.

In one of the advertisements, promoting cadetships in the NSW public sector, a silhouette
of young people jumping was replaced by a picture of then premier Nathan Rees.

The other ad, about the NSW government's $62.9 billion infrastructure spend creating
160,000 jobs could also be viewed as "misleading", Mr Achterstraat said.

He said while the program, titled Better Futures, was creating that many jobs, not
all of them would be located in NSW.

Members of the Mr Rees' staff were also found to have made "key decisions" in the advertisements,
which were meant to be non-political campaigns, Mr Achterstraat said.

In response to these two ads he is calling for changes to be made around the monitoring
of government advertising.

Mr Achterstraat said campaigns should be subjected to strict review by someone independent
of the government.

"There are many publicly funded advertising campaigns that are a legitimate means of
keeping the public informed," Mr Achterstraat said.

"It is vital that all the campaigns be transparent and accountable and under no circumstances
serve party political interests.

"This is the least we can do to ensure that public funds are being spent appropriately."

Fatah website calls for Israel's destruction

As Israel negotiates with the Palestinians to change their covenant, an Internet website of Yasser Arafat's Fatah movement has released a constitution that calls for the destruction of Israel.

The Fatah organization website [www.fatah.org] does not distinguish between Israel and the territories captured in the 1967 Six Day War. The constitution calls the Zionist movement "racial, colonial and aggressive in ideology, goals, organization and method. The Israeli existence in Palestine is a Zionist invasion with a colonial expansive base, and it is a natural ally to colonialism and international imperialism."

"Liberating Palestine and protecting its holy places is an Arab, religious and human obligation," it says.

Article 12 of the constitution lists the goal of the Fatah movement as "complete liberation of Palestine and eradication of Zionist economic, political, military and cultural existence." The constitution says: "armed public revolution is the inevitable method for liberating Palestine.

"Armed struggle," the constitution reads, "is a strategy and not a tactic, and the Palestinian Arab people's armed revolution is a decisive factor in the liberation fight and in uprooting the Zionist existence and this struggle will not cease unless the Zionist state is demolished and Palestine is completely liberated."

The constitution does not mention the Oslo Accords, supported by Fatah, but says it opposes any "political solution offered as an alternative to demolishing the Zionist occupation in Palestine..."

Fatah spokespeople, who attended a swearing-in ceremony in Gaza last night for Arafat's new cabinet, could not be reached for comment. In the past, however, Fatah officials have dismissed statements calling for the destruction of Israel as mere rhetoric.

Israeli officials said they were stunned by the Fatah web site.

David Bar-Illan, director of policy planning for Prime Minister Binyamin Netanyahu, called the constitution "in some ways worse than the Palestinian covenant. This is as clear an indication as any that the PLO has not abandoned its intention to destroy the State of Israel," he said.

NSW: Most asbestos in schools and TAFE is safe: Coutts-Trotter

Most of the schools and TAFE's in New South Wales are perfectly safe even though they're
riddled with asbestos according to the state's Director-General of Education.

MICHAEL COUTTS-TROTTER says asbestos was a common building material between the 1920s
and mid 1980s and in most cases it's safe as long as its bound in asbestos cement.

The Daily Telegraph has revealed more than two thousand schools and TAFE buildings
have asbestos in their classrooms .. canteens .. childcare facilities and toilets .. and
also buried under playgrounds.

The NSW government has launched a statewide management plan and program of works to
minimise the risk to students and staff .. and others working at or visiting the facilities.

Mr COUTTS-TROTTER says each public school and TAFE college in NSW was given copies
of the asbestos site register in October last year and the information is now available
online.

Vic: Man stable after being hit by concrete

MELBOURNE, April 12 AAP - A man is in a stable condition after being hit on on the
head by a piece of concrete in Melbourne's south-east today.

The man, believed to be in his 30s, was cleaning and undertaking maintenance work on
a concrete mixer at a work site in Cranbourne North.

"He's been working inside the mixer," said WorkSafe spokesperson Michael Birt.

"A piece of concrete has fallen from the barrel of the mixer and has fallen onto him,
and hit him about the head and shoulders," Mr Birt said.

The man was taken to the Alfred Hospital in a stable condition.

WorkSafe officials are investigating.

Fed: Burmese refugees to be resettled in Australia

A group of seven Burmese asylum-seekers .. held on the Pacific island of Nauru for
more than a year in immigration detention .. will be resettled in Australia as refugees
before Christmas.

An Immigration Department taskforce travelled to Nauru yesterday to finalise their
refugee applications .. and prepare for their resettlement .. subject to health and character
checks.

Department of Immigration and Citizenship secretary ANDREW METCALFE says in a statement
the group has been assessed as having a well-founded fear of persecution should they be
returned home.

Mr METCALFE says it's expected the seven will be settled in Brisbane before Christmas.



Meanwhile .. he says further decisions will be made soon about resettlement arrangements
for the 74 Sri Lankans in Nauru who also have been found to be refugees .. and decisions
on a further eight Sri Lankans on Nauru are pending.

MELBOURNE, April 26 AAP - Melbourne has beaten international competition to be the
primary location for filming of a new World War II-era TV mini-series produced by Hollywood
heavyweights Steven Spielberg and Tom Hanks.

Victoria's Innovation Minister John Brumby, who made the announcement today in the
historic war cabinet room at the Victoria Barracks in Melbourne, said The Pacific would
be the biggest TV mini-series ever filmed in Australia.

"This is a huge project, the biggest TV mini-series ever made in Australia, and it
will bring substantial benefits to the screen industry in Victoria, and to the Victorian
economy as a whole," he said.

Mr Brumby would not disclose details of the financial incentives to lure the production
companies to Victoria.

"We provide modest incentives really to make sure we're in the game with other locations
against the world," Mr Brumby said.

"In relation to this (The Pacific) obviously we were competing with places such as
Hawaii, competing with Queensland and a number of locations internationally."

He said the production was expected to inject $180 million into the Victorian economy
and to create up to 4,000 full-time and part-time jobs.

Made by some of the same team that produced the blockbuster 2001 mini-series Band of
Brothers, the new, 10-part series will tell the story of three US Marines - Robert Leckie,
John Basilone and Eugene Sledge - during World War II.

Most of the filming will take place around Melbourne and in regional Victoria, with
Melbourne Central City Studios the main production site.

Pre-production will start immediately, with filming due to begin in August.

Mr Brumby said Melbourne played an important role in the Australian and United States
defence against the Japanese in the Pacific in World War II.

"It was 65 years ago that Victoria Barracks was announced as the general headquarters
for the allied forces fight for the South Pacific area against the Japanese," Mr Brumby
said.

The declaration of war with Japan was signed by the then prime minister John Curtin
in the war cabinet room on December 8, 1941.

All major decisions regarding Australia's wartime operations between 1939 and 1945
were also made in that room.

Film Victoria CEO Sandra Sdraulig (Sdraulig) said she hoped The Pacific would lead
to more overseas interest to film in Melbourne.

"Melbourne is being discovered and Ghost Rider was a wonderful foray into that, as
was Charlotte's Web, also shot here," Ms Sdraulig said.

"There's constant interest (from overseas) in whether the location can match the creative
needs of the project that is involved."

Fed: National road toll climbs to 24

SYDNEY, Dec 26 AAP - The national holiday road toll has risen to 24 with eight deaths
on the roads on Christmas day and one more this morning.

A fatal accident on the M5 in Sydney's south-west early this morning claimed the life
of a woman and closed southbound traffic.

Police found the women's badly damaged Sedan across two lanes of the motorway but ambulance
officers were unable to resuscitate her after she sustained serious head injuries.

In Western Australia a 61-year-old man has died after losing control of his car and
rolling it several times north of Perth.

His death about midday yesterday (WDT) is WA's first for the holiday road toll period.

Police say a woman died when her car flipped near Meredith west of Melbourne and a
man died when his motorcycle collided with another vehicle at Kyneton north-west of Melbourne.

New South Wales has the highest road toll for the holiday period with eight people killed.

Six people have died on roads in Victoria, five in Queensland, two in both South Australia
and Tasmania and one in Western Australia.

Fed: Gov General pays tribute to Vietnam vets

CANBERRA, Aug 18 AAP - The governor-general has paid tribute to veterans of Australia's
bloodiest battle in the Vietnam war.

Today is the 40th anniversary of the battle of Long Tan in which 108 Australian soldiers
fought a Viet Cong force that outnumbered them 10 to one.

The battle, in torrential rain in a rubber plantation south east of Saigon, left 18
Australians dead and 24 wounded.

August 18 is now Australia's annual Vietnam Veterans Day.

Governor-General Major General Michael Jeffery, himself a veteran of the war, has told
a service at the Australian War Memorial that Long Tan displayed the best characteristics
of Australian soldiers.

"This epic struggle reinforced traits for which Australian soldiers have become world-renowned
- courage and determination, mateship and teamwork, leadership and tenacity, compassion
and humour," he said.

"It further reinforced our international reputation as a skilled exponent of the profession
of arms."

In parliament yesterday, Prime Minister John Howard said Australia had "collectively
failed" to give adequate recognition to the 50,000 Australians who fought in the unpopular
war.

Major General Jeffery today added his voice, saying it was "to our country's shame"

that it did not recognise its Vietnam veterans until the national welcome home parade
in 1987.

"We honour those who did not return and those who returned hurt in body or mind," he said.

"None should ever be forgotten. None will be forgotten, nor indeed will the families
and loved ones who supported us."

The Governor-General told the hundreds of veterans who attended the war memorial they
should be proud of their service.

"Be proud of what you achieved and hold your heads high in the knowledge that you were
the equal of the very best that ever went away to serve our nation, from the Boer War
to the present day, and that you did indeed make a difference," Major General Jeffery
said.

"Let us never forget."

The main Vietnam Veterans Day commemorative service will be held at the Vietnam War
Memorial in Canberra from 10am (AEST) and will be attended by Mr Howard.

Court forms committees to re-examine Khaled Saeid's case.

ALEXANDRIA/CAIRO: The Alexandria Criminal Court on Thursday adjourned to Sept. 24 the trial of two policemen implicated in the death of 28-year-old Khaled Saeid, forming three specialized committees to re-examine the evidence.

During the hearing held Thursday, the court ordered the formation of a three-member medical committee, led by the deputy coroner, that will include none of the medical examiners who have previously looked into the case.

The court also assigned a second committee of three professors from the universities of Cairo, Alexandria and Ain Shams to examine previous medical reports prepared by the forensics authority.

A technical committee of professors from the Alexandria University's Faculty of Fine Arts was also formed to inspect the graphic posthumous photograph of Saeid's badly disfigured face.

"The court responded today to our demands of forming committees-which is likely to change the course of the case," lawyer Raafat Nawar told Daily News Egypt, adding that the legal team representing Saeid's family had previously submitted medical reports written by independent consultants.

According to Nawar, the result of the new reports is likely to lead to a change of the charges from excessive use of fore to premeditated murder.

Eyewitnesses said they saw Saeid's murder after being apprehended by policemen Awad Suleiman and Mahmoud Salah Mahmoud on June 6, 2010 at an internet cafe in Cleopatra district, Alexandria.

Online activists linked an online video of policemen showcasing money and drugs to Saied's death. While the video didn't make it clear whether the police were showing the results of an official drug bust or if it was evidence of corruption, some said Saeid was killed because he was about to release it.

The two policemen in Saeid's case were referred to criminal court on charges of excessive use of force and wrongful arrest. The first hearing was held last July.

Despite being satisfied with the measures taken by the court, Saeid's family said the decisions were overdue.

"The court finally responded to the lawyers' demands - which may eventually lead to a death sentence for the defendants. But such constant delay causes us more pain," the victim's brother, Ahmed Saeid, told DNE.

Lawyers representing Saeid's family repeatedly refuted both the earlier testimony of sacked chief coroner El-Sebaei Ahmed El-Sebaei and the autopsy reports he oversaw, especially since several complaints had already been filed against him for allegedly covering up evidence in other cases.

Initial autopsy reports are believed to be riddled with contradictions: one said Saeid's death was caused by asphyxiation on a hashish wrap while another indicated the reason for his suffocation was a pack of marijuana. The two wraps were given different measurements.

"We argued that the previous reports were null and void," Nawar said.

In view of the new reports, a number of Alexandria police officers and detectives may be charged in the case as well, the lawyer added.

In a live interview with ONTV's "Akher Kalam" talk show in April, El-Sebaei claimed that the deformities on Saeid's face, including his severely injured lips and bruises around his eyes, resulted from the autopsy procedures.

El-Sebaei also said that Saeid's broken tooth was an old injury, a claim denied by his sister, Zahra Saeid.

Thursday's session witnessed extreme security measures as well as intensive media presence. The verdict was expected on June 30. Army forces, trucks and tanks cordoned off the court as hundreds of protesters gathered outside in solidarity with the victim and his family.

Protesters chanted against the interior ministry as well as the head of the ruling Supreme Council of the Armed Forces (SCAF) Field Marshal Mohamed Hussein Tantawy.

"They removed Hosni - and put the field marshal instead," they shouted.

SCAF has been ruling the country since former president Hosni Mubarak was forced to step down on Feb. 11, following an 18-day nationwide uprising.

Protesters denounced the trial postponement at first before Nawar appeared at the courthouse gate describing why the court decision was positive.

On June 22, US President Barack Obama received Zahra Saeid at the White House, praising activists from Egypt and Tunisia involved in their countries' revolution.

Zahraa Saeid and Tunisian blogger Jamel Bettaeib visited Washington DC to receive the 2011 Democracy Award from the National Endowment for Democracy (NED) on behalf of the Egyptian and Tunisian citizens for standing against dictatorship.

7 Reasons Why the Golden Age of PR is within Reach.

In his speech, Makovsky detailed seven reasons why he believes the "Golden Age" of public relations is within reach.

1. The need for message warriors. Today, it's not what you say about yourself that matters as much as what your constituencies say about you to each other. Message warriors are the foot soldiers in the campaign to capture hearts and minds. That is "third-party endorsement" in its finest sense; and it's what PR people have excelled at for years.

2. Truthiness & the decline of trust. "Truthiness" - believing something to be true, without any reference to analysis, logic or evidence - is a growing phenomenon. On the Internet, something that is reported frequently may be perceived as more trustworthy than a true fact that's not on the first few pages of Google search results. The result? There are no more beacons of trust. Rebuilding trust (a skillset that defines public relations) will increase the demand for PR in the coming years.

3. The second coming of TV. According to Jeff Cole, director of the Center for the Digital Future, television will once again become the constant companion of our leisure hours; only this time, it's moving from the room to the pocket. New Education and Learning Science and Technology Study Results Reported from D. Acier et al.

According to recent research published in the journal Computers & Education, "Despite a growing number of publications on problematic Internet use (PIU), there is no consensus on the nature of the phenomenon, its constituent criteria, and its clinical threshold."

"This qualitative study examines the perceptions of addiction counsellors who have managed individuals with PIU in Quebec (Canada). Four focus groups were conducted with 21 addictions counsellors working in public addiction rehabilitation centres," wrote D. Acier and colleagues.

The researchers concluded: "Groups were digitally recorded, transcribed using a word processor, and analyzed using N'vivo 8.0 software. The results present the perceptions of counsellors regarding case management issues, including problematic applications, clinical picture, number of hours of Internet use for assessment, and for treatment."

Acier and colleagues published their study in Computers & Education (Problematic Internet use: Perceptions of addiction counsellors. Computers & Education, 2011;56(4):983-989).

Participants in a seminar on the sale of medicines via the internet, sponsored by the ALDE group at the European Parliament, on 15 April, encouraged the European Commission to focus on promoting information on medicinal products. HOUSE EXTENDS BAN ON SOME INTERNET TAXES.(MAIN)

WASHINGTON -- The House on Wednesday approved a five-year extension of a moratorium on certain types of Internet taxes in the latest signal of the rush by both parties to court the politically potent high-tech industry.

The bill, overwhelmingly approved 352 to 75, extends the current ban on Internet access taxes and other ``discriminatory'' levies on electronic commerce. By doing so, supporters say they hope to encourage the continued booming growth of e-business unfettered by tax restraints.

Some lawmakers said the measure might have more symbolic importance than a substantive one. The measure does not address the larger -- and more politically controversial -- question of state taxation of Internet commerce. Nor does it address concerns that the preferential tax treatment of e-commerce is hurting ``bricks-and-mortar'' retailers.

``Both political parties are courting the technology sector,'' said Sen. Ron Wyden, D-Ore. ``They are saying, `I hope this will end up in marriage, that you'll end up with me.' The high tech folks are saying `We're just out on our first date here -- we're just getting acquainted!' ''

Next week the House will consider a change in immigration policy that would allow 200,000 new high-skilled foreign workers into the country. It will also take up bills rescinding a three-cent telephone excise tax and imposing a permanent ban on taxing Internet access. Late this month, the House will vote on legislation to establish permanent normal trade relations with China, a top priority of high-tech industry leaders.

Computer company executives alone have contributed $13 million to House and Senate candidates during the current election cycle -- evenly divided between Republicans and Democrats -- according to the nonpartisan Center for Responsive Politics.

House Minority Leader Richard A. Gephardt of Missouri touted the Democrats' new high-tech agenda in a speech late last month before several technology groups. On Wednesday, House Republicans unveiled a ``e-Contract 2000'' at a news conference attended by school children who use the Internet to do their homework.

House Speaker J. Dennis Hastert, R-Ill., Majority Leader Richard K. Armey, R-Texas, and other GOP leaders formally signed the ``contract,'' which vows to slash taxes and regulations, promote free trade and e-commerce and assure a pool of well-trained and skilled workers.

The bill approved Wednesday would extend by five years the current three-year moratorium on Internet access taxes and other so-called discriminatory taxes that might, for example, make consumers pay higher sales taxes for a book bought from barnesandnoble.com than they would pay for a book bought from Barnes and Noble at a mall.

The extension, like the original Internet Tax Freedom Act, does not prohibit states from collecting current sales taxes or ``use'' taxes -- the equivalent of sales taxes owed on sales from out-of-state merchants. Use taxes have been on the books of every state that collects sales taxes and have been around since the 1930s.

But in 1992, the Supreme Court declared that even though consumers owed the tax, states could not compel remote merchants to collect them. State and local governments argue they will lose tax revenues if the moratorium is extended without a system that will help them to simplify their tax structures and collect those taxes.

``We are in opposition to any long-term extension of the Internet Tax Freedom Act that does not address the existing inequity in state sales tax and use-tax systems,'' said Steve Pfister of the National Retail Federation. The merchants' group wants an approach that would include passing a broader bill with tax simplification measures. ``Today's vote to extend the Net tax moratorium sends a clear signal that more time is needed to develop the right approach to how we address taxation on the Internet,'' said Rhett Dawson, president of Information Technology Industry Council, a trade group that includes America Online, IBM, Microsoft and Intel.
